DEKALB CHAMBER OF COMMERCE: Perimeter CIDs Announces New Project Director

DeKalb Chamber of Commerce issued the following announcement on May 9. 

The Perimeter Community Improvement Districts (PCIDs) are pleased to announce the addition of Mr. Ted Rhinehart as Project Director, beginning May 9th, 2022. Mr. Rhinehart will assume responsibilities for overseeing all external project related consultants, managing all expenditures, as well as, managing program staff. Ted succeeds John Gurbal upon his retirement. John has served as the PCIDs Project Director for the past five years.

Ted Rhinehart has more than 34 years of experience in managing city and county public works and transportation programs, municipal water and wastewater utilities, parks and facilities, including capital project delivery, financing, and intergovernmental relations, in Georgia, Indiana, California and Florida.

He served as the deputy chief operating officer for infrastructure for DeKalb County, Georgia, government, where he was responsible for operating and capital budgets of more than $400 million annually and more than 1800 employees, and held similar city and county infrastructure management positions in Augusta, GA; Indianapolis, IN; Fort Wayne, IN and Bloomington, IN.

He has significant experience in capital program management, strategic planning, operations enhancement, organizational development, and application of technology solutions for asset management to improve project and service delivery.

“We are thrilled that Ted is joining the PCIDs team. He brings decades of experience and a steady hand which will help guide our investments in current and future projects”, said Ann Hanlon, Executive Director.
