Russian President Vladimir Putin has enacted a law prohibiting the adoption of Russian children by citizens from countries where gender transition surgery is permitted. The legislation, which was signed on Saturday, applies to 15 nations including Australia, Argentina, Canada, and several European countries.
Vyacheslav Volodin, Speaker of the Russian lower house and one of the bill's authors, stated in response to the signing: “It is extremely important to eliminate possible dangers in the form of gender reassignment that adopted children may face in these countries.”
This move follows a previous ban established in 2012 that restricted U.S. citizens from adopting Russian children.
In addition to this adoption ban, President Putin approved another piece of legislation aimed at prohibiting materials that discourage people from having children. Both laws were passed by Russia’s parliament and are part of broader efforts perceived as reinforcing traditional values while limiting rights for sexual minorities.
According to The Associated Press: "Russian President Vladimir Putin on Saturday signed into law a bill banning adoption of Russian children by citizens of countries where gender transitioning is legal."
Furthermore, AP reported: "The Kremlin leader also approved legislation that outlaws the spread of material that encourages people not to have children."
These legislative actions occur amid heightened tensions due to ongoing geopolitical issues involving Russia and Ukraine. Recent changes to Russia's nuclear doctrine followed U.S. decisions regarding military support for Ukraine.
