European leaders fail to reach consensus on peacekeeping troops

European leaders convened in Paris for an emergency meeting to discuss defense strategies and potential peacekeeping missions amid ongoing tensions with Russia. Despite the urgency of the talks, the gathering concluded without concrete decisions, instead yielding general commitments to increase defense spending.

The meeting was attended by key figures including European Commissioner Ursula von der Leyen, EU Council President Antônio Costa, Italian Prime Minister Giorgia Meloni, Dutch Prime Minister Dick Schoof, Danish Prime Minister Mette Frederiksen, German Chancellor Olaf Scholz, French President Emmanuel Macron, Spanish Prime Minister Pedro Sanchez, British Prime Minister Keir Starmer, Polish Prime Minister Donald Tusk, and NATO Secretary General Mark Rutte.

Following the discussions at the Elysee Palace, some leaders provided insights into the proceedings. German Chancellor Olaf Scholz stated: “Today’s informal meeting of European leaders was a vital first step in responding to that challenge on defense. […] We’re at the very early stage of the process.”

Polish Prime Minister Donald Tusk remarked: “This meeting also confirmed that our European partners realize that the time has come for a much greater ability for Europe to defend itself.”

Danish Prime Minister Mette Frederiksen emphasized: “All Europeans have to step up when it comes to Ukraine, and at the same time step up defense spending at home because Russia is threatening all of Europe now, unfortunately.”

Ursula von der Leyen highlighted Europe's stance on Ukraine's sovereignty and security needs: “Today in Paris we reaffirmed that Ukraine deserves peace through strength. Peace respectful of its independence, sovereignty, territorial integrity, with strong security guarantees. Europe carries its full share of military assistance to Ukraine. At the same time we need a surge in defense in Europe.”

Despite these statements reflecting a consensus on increasing defense budgets and supporting Ukraine militarily, no agreement was reached regarding sending European peacekeepers. The UK and France showed interest in this possibility while Poland and Germany opposed it. Meanwhile, discussions continue about possible contributions from non-European countries like China and Brazil.

These developments occur as anticipation builds for US-Russia negotiations scheduled for tomorrow in Riyadh, Saudi Arabia.
