Report reveals one-third of D.C. district judges lack U.S.-born status

A recent report highlights that one-third of the judges in the United States District Court for the District of Columbia were not born in the United States and lacked prior judicial experience at the time of their appointment. This has sparked discussions about the qualifications and backgrounds of those appointed to make critical legal decisions.

The report notes that among the 15 active judges, five were born outside the U.S., hailing from Jamaica, India, Uruguay, Canada, and Trinidad and Tobago. The Federalist states: "A Third Of All DC District Judges Were Not Born In United States."

One example is Judge Tanya Sue Chutkan, appointed by former President Barack Obama in 2014. Born in Kingston, Jamaica, she moved to the U.S. in 1979 to attend George Washington University. Before her federal court appointment, she had no prior judicial experience. Judge Chutkan is currently involved in overseeing a legal challenge concerning government spending cuts.

Judge Amit P. Mehta was also appointed by Obama without previous judicial experience. Born in Patan, Gujarat, India, he moved to Maryland as an infant. He is set to preside over four civil cases related to January 6 events involving former President Donald Trump.

Three additional foreign-born judges were nominated by President Joe Biden. Among them is Judge Ana Cecilia Reyes, who was nominated in 2021 without prior judicial experience. She was born in Montevideo, Uruguay before moving to Louisville, Kentucky during her childhood.

These appointments have raised questions regarding criteria for selecting district judges and whether American birth or previous judicial experience should be prerequisites for such roles.
